News from Beijing: The steering committee of global mobile Expo, China announced "global mobile Scholarships" for fellow Chinese students in China to commit to support local communities of China as the event is owned by Chinese investors for the benefits of fellow Chinese citizens in China. The global mobile Expo, China is to donate about 30% of its net profit to this "global mobile Scholarships" to sponsor fellow Chinese students in China's premier universities for education, research and international collaborations. Wireless Mobile Internet (WMI) applications will be the key driver for China's 3G and 4G services. Based on DG survey, China's WMI market will be over $2 trillion by year 2020. With very low cost of China 3G services, China is to boost the WMI business tremendously across the country. On the Int'l Telecom Day of May 17th, China promised to double the 3G data-rate than that in USA. Currently, the average 3G data speed in USA is only less than 500K, where in many major US cities, the speed is only about 500K downstream and 300K upstream.

GMC'2009 - Annual China Wireless Experts Summit, will discuss many important issues of China wireless and mobile industries, including TD-LTE, 3G-WiFi convergence, WiMax-WiFi convergence, LTE-WiFi convergence, eGOV in wireless, C4G platform as well as other emerging subjects with Chinese authorities and regulators. The nation's famous experts will gather at GMC'09 in SHA.
On behalf of our representing Universities in Shanghai, Nanjing and Hangzhou, we are looking for tenure full professors to lead wireless and/or mobile R&D and teaching in these three cities. We will offer competitive U.S. similar package to qualified candidates to China. The candidates must have earned Ph.D from a leading University in US, Europe or Japan, have at least 5 years' working experiences after Ph.D and have quality publications of at least 30 papers in SCI index. The successful candidates will earn about RMB300,000 ~RMB800,000 (US$47,000 ~ US$125,000) per year, over RMB5M research kickoff, housing benefits, maid service benefits, excellent medical and retirement benefits plus many local governmental incentives for international talents. Selected famous foreign professors will be awarded the Chinese Green Card with same privilege to immediate family members. Candidates with granted US patents (without assignment) and/or special leadership in certain emerging research fields will have priority in consideration. All successful candidates will contribute to the international research labs of Chinese universities funded by both central governments and local governments. Chinese is not required, but a plus. Prof. Willie Lu approved $5M budget to increase the China 4G Research on Open spectrum management and Spectrum sharing algorithm in calculating Digital Spectrum Map for the B3G and 4G mobile wireless communications based on open wireless architecture spectrum utilization.
GMC has been strongly supported by Chinese central government including Ministry of Education, Oversea Chinese Office of State Council, China Embassies, Ministry of Science & Technology and other commissions of central governments. Currently there are over 100,000 senior Chinese wireless professionals overseas outside of China, and about 10,000 are successful wireless experts on the worldwide basis. Among them, about 200-300 Chinese scientists and experts are very influential and famous in this field. In the upcoming decade, China will try to attract about 10% back to China and these worldly talents will be highly treated as the nation's most important assets by the central government (called "Talent Panda") with very special laws and policies.
The China "Thousand Talents Program (Qian-Ren Jihua)" is a flagship national-talent plan by the China central government to invite 1000 worldly famous talents of the fields in the next ten years for the future of China. The successful winner will be awarded the same or better offer than his/her current offer in USA or Europe, and everything (salary, bonus, allowances and houses) will be covered by the central government, and doubled covered by accepting local governments. GMC, as a flagship platform in wireless/mobile R&D and technology in China, will nominate and endorse about 10~15 world-class candidates to the central government for potential consideration. China is to enhance its international strategy in the China 4G program towards year 2020. Based on the recent internal memo of MOST and MII, one of the biggest problems of China TD-SCDMA is its lack of international influence and global technical recognition. If you search the database of EI index and IEEE eXplore, you can find near half million papers on W-CDMA or cdma2000, but you can only find less than 200 papers on TD-SCDMA. China must work hard to change this situation in the 4G era.
China is to enforce a new spectrum management regulation to encourage competition and promote innovative technology in wireless communications. Based on SRRC memo, China strongly supports dynamic spectrum management mechanism and in long-term, encourage dynamic spectrum access and open wireless architecture (OWA). Message from the nation's budgeting offices of China DRC and SAC, the total ICT budgets for the next decade is about $800 billion. In the wireless sectors including broadband wireless, mobile networks and service/application platforms, etc, the budget is about $300 billion where special markets (eGov networks and semi-gov't systems) are about 2/3, and public mass markets are about 1/3. Under the "MISSION 2020 (R)" R&D Plan, approved by the board of Delson Group, the GMC'2006 will be held in Beijing, the capital of People's Republic of China, to help build the region's future in next generation wireless and mobile communications focusing on long-term R&D strategy as well as emerging technical issues in the field. Over 20 "Fortune 500" leading industries agreed at the WWC'05 in Palo Alto that, Open Wireless Architecture (OWA) will become the most important communication convergence platform to support the future service-oriented infrastructure of information and communication technologies.
